
On June 14, 1923 the US Flag Code was created. It was meant to be the rules for appropriate flag etiquette. On June 22, 1942 Congress officially adopted it. On March 1, 1954 President Eisenhower clarified and reinforced the proper rules of flying the American flag at half staff upon the death of certain officials, including sitting and former presidents.

On December 26, 1972 former President Harry Truman died. President Richard Nixon’s second inauguration was on January 20, 1973. In accordance with the US Flag Code and Proclamation 3400, flags were at half staff to honor President Truman.
Because an incoming President did not like the optics he has ignored and violated the US Flag Code and ordered flags to be flown at full staff during his inauguration.
What is the purpose of having official codes, and laws, if they can be conveniently disregarded upon a whim.
